Cowley County Register of Deeds is the safest place to place a DD214 on record.  These records are recorded, imaged and the originals are returned to the veteran.  They are NOT a part of the public record system, so your personal information is safe with us.  By filing your service record, it might make a tough situation a little easier for your family.   If they need to make funeral arrangements and can’t find your record of military service, we can provide them with a certified copy, if YOU have brought it to us to record.

Despite COVID-19 and shut downs throughout the country in 2020, the Cowley County Register of Deeds generated approximately 20% more in recording fees for the county.  2021 is looking even better, we have surpassed 2020’s monthly average, every month thus far.

Did You Know?

What a CDDO does?  A Community Developmental Disability Organization (CDDO) is the single point of application, eligibility determination, and referral for individuals and families to obtain services through the developmental disability system in the State of Kansas.

Who can receive services through the Intellectual/Developmental Disability waiver?  The Intellectual / Developmental Disability (I/DD) waiver serves individuals age five and older who meet the definition of intellectual disability, or having a developmental disability. Those with a developmental disability may be eligible if their disability was present before age 22 and they have a substantial limitation three or more areas of life functioning.

Is there is a waiting list for funding for the Intellectual/Developmental Disability waiver services? Yes, the average wait time is 8+ years. 

When should an individual begin the eligibility determination process for the Intellectual/Developmental Disability Waiver?  You can get on the waiting list as early as age 5.

Cowley County Clerk's Office 

In addition to the administration of all Federal, State, Local, City, School and Special Elections the County Clerk’s Office also:

• Registers Boats.
• Balances funds daily with the Treasurer’s Office.
• Checks all motor vehicle registrations to verify tax unit entry.
• Six times a year prepares the motor vehicle distributions for the Treasurer to disperse funds to each tax entity.
• Official transfer of ownership for all real estate in the County.
• Prepares budgets for 25 townships, 8 fire districts and 11 special districts.
• Collects budgets from County, College, Schools, Recreation Commissions, Cities, Townships and Special Districts.
• Determines the assessed value for each of the 128 different tax units and sets the mill levy for each.
• Prepares and submits to the State of Kansas nine tax abstracts yearly.
• Prepares the information for the tax statement processing for the Treasurer.
• Is the official record keeper and official minute recorder for the County Commission.
• Processes Intangible tax returns for taxation.
• Prepares and files Homestead Tax returns.
• Official notary.
• Record keeper of all birth and death records prior to 1911.

Cowley County Emergency Management

Vision: This vision of Emergency Management is that Cowley County, KS will be a community of cities and citizens who are disaster aware and disaster prepared. 

Mission: To save lives, protect property, and reduce the impacts of disasters through the mitigation, preparedness, response and recovery phases of Emergency Management. 

Emergency Management is required by law to create and maintain the Local Emergency Operations Plan. It is an overarching plan that describes roles and responsibilities of agencies within the county when responding to disasters. The EM Department facilitates severe weather operations. We coordinate all spotters throughout the County to track severe weather, relay reports to the National Weather Service so that they can issue warnings to our citizens. The Cowley County Emergency Auxiliary is a trained cadre of volunteers specializing in Storm Spotting, EOC Support, EOC/Field Support and Auxiliary Communications (AUXCOMM). 

Below is a list of functions, associations or duties of EM personnel:

• Vice-President and SC Kansas representative to the Kansas Emergency Management Association (KEMA)
• Scholarship committee representative to the Kansas Emergency Management Association (KEMA) 
• Kansas Association of Counties representative for KEMA
• Cowley County's representative on the South Central Kansas Regional Homeland Security Council
• Chair of the Emergency Communications Advisory Board
• Information Officer and members of the Local Emergency Planning Committee (LEPC)
• Creator and facilitator of the County's Public Information Officers (PIO) Working Group
• Provide public safety presentations for citizens, groups, churches, schools, businesses and any other organization in the area of severe weather, Continuity of Operations and safety. 
• Complete and update the Hazard Mitigation Plan
• Work with all governing bodies in Cowley County before during and after a disaster
• Facilitate any local disaster declarations to ensure State and/or Federal assistance
• Liaison between local facilities and the American Red Cross to locate, assess and document post event shelters
• Facilitate maintenance, upkeep and activate outdoor warning sirens
• Work closely with Emergency Communications on the Cowley Alerts program

Open 24 hours a day, 7 days a week, 365 days a year. The dedicated staff of the Emergency Communications department are often forgotten, but they are the first to answer the call when citizens need help.
