The Public Works Department consists of the Road and Bridge Department, which consists of three District Shops, the Special Bridge Department, and the Transfer Station. The Engineers Office is located in the Cowley County Courthouse at 311 E 9th, Winfield, Kansas. The department is responsible for 300 miles of blacktop roads, 42 miles of gravel roads and 250 bridges, disposal of municipal solid waste. Office hours are 8:00 A.M. to 5:00 P.M. Monday Friday.
The Transfer Station provides for safe disposal of solid waste. The Transfer Station will accept household hazardous waste, construction debris and tires. The hours are as follows:
8:00 A.M. to 5:00 P.M. Monday to Friday
8:00 A.M. to Noon on Saturday
Charges are:

| Construction debris | $20.00 per ton for covered or secured
loads $ 7.00 minimum charge |
| Tires - Passenger | $ 2.00 per tire |
| Tires - Passenger w/rim | $ 2.25 per tire |
| Tires - Truck | $ 7.00 per tire |
| Tires - Implement | $12.00 per tire |
| White Goods (Refrigerators, washers, dryers, etc) | No charge |
| Household hazardous waste | No charge |
Please note that unsecured or untarped loads will be charged double.
